There is quite a lot of planning for special effects work as it needs to a) look good, b) keep the people making the effect safe. Safety is the top priority, which is why everything needs detailed planning and signing off by the teacher.
Before you start on this work make sure your producer has a printed sheet with all the P3 elements on, and each person in the group has been assigned work to do, shared fairly.

Give it to someone else outside the group, and ensure they could make the effect safely with the plan. If not, add annotations so it is clear.

You need to make very certain you will be safe, and that no passers-by think that there is anything dangerous happening.
Your effect will HAVE to be signed off by the teacher before you film.
LOCATIONS
Recce - have a look at possible locations. Take stills or video. Fill in a recce sheet for each location you visit. Label the recce sheets clearly whichever you decide to use.

Add a contingency plan in order to get a merit, eg what if something goes wrong, bad weather, someone doesn't turn up

WALK THROUGH
Walk through the effect, filming it on a phone or school kit, without all the costume/makeup etc. If you film or take stills use these in your group storyboard.
PERMISSION
Get the teacher to sign off the risk assessments. You need their signature to okay the effects.

PAPERWORK
Fill in a call sheet with health & safety requirements clear (eg local hospitals etc), and clear notes about how to be safe, how actors will remain safe, how members of the public or police will not get worried or involved. Get your teacher to sign it!

If shooting during the evening or weekend tell a parent of someone in the group where you are going and what are you doing. Always make sure you are safe.

M1 Learners produce a storyboard that shows relevant camera directions related to the sequence and chosen special effect. Learners produce detailed annotated sketches. Contingency plans are produced that are related to the footage in which the special effect will feature.
D1 Learners produce a comprehensive storyboard that shows relevant sound and/ or sound effects related to the sequence and chosen special effect. Learners sketches and plans represent the special effect from a number of angles
